Abstract: In recent years, under the guidance of the National Development and Reform Commission, China's provinces and cities have gradually carried out sea breeze competition since 2018, which aims to promote the healthy and orderly development of offshore wind power industry by exerting the effectiveness of market allocation of resources. In this paper, the relevant policy background and development context are sorted out, and the competitive allocation evaluation system, scoring focus, implementation effect and change of landing policies in various provinces and cities are compared and analyzed, typical cases are selected and introduced, and the policy impact and future development trend of China's offshore wind power competitive allocation are analyzed.
