大面积停电突发事件应急浅析

Emergency analysis of large-scale power outage emergencies

  • 摘要: 在创新升级构建新型电力系统过程中,要高度重视大面积停电突发事件应急响应。应该根据源端、受端电网的功能和特点,进行风险分析和分级,以大区域、省市县不同层级,编制相应的大面积停电突发事件应急预案,演练方案、演练脚本和应急处置卡,按照规定周期进行修编和演练,设置演练科目和场景,如源端电网的风光水互补抽水储能电站风光电源脱网再并网、巨型水电机组地震解列停运及系统安稳装置稳定控制频率和电压、特高压线路泥石流倒塔双极闭锁等。政府与电力企业的大面积停电应急预案不相同不能相互替代。文章对编制实施大面积停电应急预案时7个具体问题提出了处理建议或方案。最后文章结合即将建成的特高压一体化川渝源端电网,建议未雨绸缪,重视大面积停电事件的应急响应。

     

    Abstract: In the process of innovating and upgrading the new power system, we should attach great importance to the emergency response of large-area power failure. Should be based on the function and characteristics of the source, the power grid, risk analysis and classification, with different areas, provinces and counties, the preparation of the corresponding large blackout emergency plan, drill scheme, drill scripts, and the revision and practice, and set up practice subjects and scenarios, such as the source of the scenery water complementary pumped energy storage power grid scenery power grid again, giant hydropower unit earthquake column shutdown and system stability device stability control frequency and voltage, uhv line debris flow tower bipolar lock, etc. The government and the power sector of the large area blackout emergency plan cannot be replaced by each other. This paper puts forward 7 specific problems when compiling and implementing the emergency plan for large area power failure. Finally, the paper combines the upcoming UHV integrated power grid, and it is suggested to take precautions and pay attention to the emergency response of large-area power failure.
