中海油秦皇岛32-6、曹妃甸11-1岸电项目安全稳定控制系统的研究和应用

Research and Application of Safety and Stability Control System in CNOOC Qinhuangdao 32-6 and Caofeidian 11-1 shore power projects

  • 摘要: 随着中海油秦皇岛32-6、曹妃甸11-1岸电项目的规划投运,精简了海上平台规模,降低了对进口发电机组的依赖,有效缩短了海上油田工程建设周期和调试周期,从而降低边际油田的开发经济“门槛”,加快油气产能建设速度,海上平台和岸电存在的电网安全稳定问题也发生了改变;本文就中海油秦皇岛32-6、曹妃甸11-1岸电项目投运后,对220千伏海顺开关站、220千伏海调开关站及220千伏海风变海上动力站存在的安全稳定问题进行分析,制定合理的控制措施,并提出了电网稳定控制系统控制方案和稳控装置的配置方案。

     

    Abstract: With the planning and operation of CNOOC Qinhuangdao 32-6 and Caofeidian 11-1 shore power projects, the scale of offshore platforms has been simplified, the dependence on imported generator units has been reduced, and the construction cycle and commissioning cycle of offshore oil field projects have been effectively shortened, so as to reduce the "threshold" of the development economy of marginal oil fields and speed up the construction of oil and gas production capacity. The problems of power grid safety and stability of offshore platforms and shore power have also changed; After the CNOOC Qinhuangdao 32-6 and Caofeidian 11-1 shore power projects are put into operation, this paper analyzes the safety and stability problems existing in 220 kV Haishun switching station, 220 kV haidiao switching station and 220 kV Haifeng substation offshore power station, formulates reasonable control measures, and puts forward the control scheme of power grid stability control system and the configuration scheme of stability control device.
