自备电厂等效责任联络线考核机制研究

Research of the Assessment Mechanism of Equivalent Responsibility Contact Line for the Self-Supply Power Plant

  • 摘要: 现行自备电厂上下网电价模式导致自备电厂参与电网调节的能力未充分发挥。研究提出了自备电厂责任联络线考核机制,根据AGC调度指令,减去自备电厂厂用负荷,得到AGC等效调度指令和自备电厂等效出力曲线,针对自备电厂等效出力曲线跟踪AGC等效调度指令的水平,设置不同的补偿电价和考核电价。结合西北地区某自备电厂实际运行数据进行了算例分析,测算结果表明责任联络线考核机制通过设置合理的等效AGC考核带宽以及补偿价格,可有效降低自备电厂需量考核费用,显著提升自备电厂运行经济效益,提高自备电厂参与电网调节积极性,促进地区新能源消纳及电网安全稳定运行。

     

    Abstract: Based on the feed-in&off-grid tariffs model of self-supply power plant, its ability to participate regulation of power grid is not fully utilized.The study puts forward the assessment mechanism of the responsibility tie line of the self-supply power plant, according to the AGC dispatch command, subtracting the plant loads of the self-supply power plant to obtain the equivalent dispatch command of the AGC and the equivalent output curve of the self-supply power plant; According to the equivalent output curve of the self-supply power plant to track the level of the AGC equivalent dispatch command to set different compensation electricity prices and assessment electricity prices. An example analysis is in progress with the actual operation data of a self-supply power plant in Northwest China. The calculation results show that the responsibility contract line assessment mechanism can effectively reduce the demand assessment cost of self-supply power plant by setting a reasonable equivalent AGC assessment bandwidth and compensation price, significantly improve the operational economic benefits of self-supply power plant and its enthusiasm for participating in grid regulation. Promoting regional new energy consumption,safe and stable operation of power grids.
